Currently yes, because Hero's don't actually come back until the prep phase, and actions can be carried out in any order during prep.
Are you sure they don't come back during the upkeep phase?
Set Aside a CharacterYou may set aside a character with a set-aside enhancement or return a character from a set-aside area to your territory. You may only return characters from your set-aside area during your Preparation Phase.
