X = # of opponent’s good (or evil) brigades

E.g. The Murdering Pharaoh uses X as the number of opponent's good brigades.

My question is what counts to the opponent's brigades?

I would say everything that he controls in play and that has a brigade:
- his occupied and unoccupied sites (rainbow site = all 9 brigades) which may be in battle, LoB* or site pile
- the captured characters in his LoB
- the characters and enhancements in his territory (including cards held in territory-Fortresses like e.g. enhancements in his Storehouse)
- the characters and enhancements he controls in the battle (even if he banded my characters)

I would say this cards do not count:
- covenants played as artifacts
- double-aligned enhancements played as opposite alignment
- face down cards (e.g. characters placed face down on a site)

Please complete me and correct if I'm wrong...

Brigades on sites are considered "neutral" brigades.

Sites and fortresses do not have brigades at all. The multicolor that you see is just to let you know it's alignment either good or evil but it does not have a brigade.

Sites and fortresses do not have brigades at all. The multicolor that you see is just to let you know it's alignment either good or evil but it does not have a brigade.

You are correct about fortresses but sites do have neutral brigades.

It has a brigade, but it is neither a good, nor evil brigade. it's just kinda there.

It matters for Cards like angelic guidance. I had tried to build a team's deck around using that to search out fortress of Antonia.

General Description
A capture ability transforms a character into a “captured character” and moves it to a different location where it is
held captive. When a captured human character is in a Land of Bondage it is a Lost Soul as well as a captured
character

How to Play
Only Heroes and Evil Characters can be captured. When a character is captured, all cards held by or placed on that
character are discarded. It ceases to be a character and becomes a captured character instead (that is, Heroes become
captured Heroes and Evil Characters become captured Evil Characters). Once the character becomes a captured
character, it is moved to the location where it will be held captive.
A capture ability targets the characters that are to be captured.
A capture ability is instantaneous.
A captured human in a Land of Bondage is treated as a Lost Soul.
Default Conditions
● Captured characters are held captive in the Land of Bondage of the player that used the capture ability.
● Targets must be in play.
● If a card places a character in a player’s Land of Bondage, that character is considered captured.
Captured non-human characters are not Lost Souls. Rather, they are captured characters, which still retain their

3. Please tell me where does it say that the brigades on sites are considered "neutral" brigades?

REG 4.1.2 doesn't say it. It says:
- under Site: " A site in battle grants the Hero(es) in battle access to any Lost Soul in a site of
matching brigade."
- under Brigade: "The Heroes and Evil Characters are subdivided into brigades. The color filling the card’s
icon box indicates its brigade. See Anatomy of a Card in the rulebook.
The Hero brigades are as follows:
● Blue, Clay, Gold, Green, Purple, Red, Silver, Teal, and White.
The Evil Character brigades are as follows:
● Black, Brown, Crimson, Gold, Gray, Orange, and Pale Green."

It is true that the REG says Sites were neutral cards, but it also says site brigades were Hero brigades...

Ok, the answer for 1. is found in REG under covenants:
"Covenants retain their alignment and brigade when active as an Artifact."
