If I use DoU on Survivor and he goes to opponents LoB is the cost for PoJ fulfilled and can I discard an EC?

DoU discarded an evil Assyrian, you control DoU, so PoJ's requirements are fulfilled. You could discard any evil card, so you certainly can discard an EC.

Agreed with Browarod.  It is not an instead ability, so the discard still occurred.  He was just captured from discard to LoB by his ability (since he was defeated), and that has been the ruling.
