Book of the law is active.
I play temple dedication and decide to remove it from the game. Would it instead go to discard pile or would I be not allowed to use the remove ability.

You would not be able to use the remove to protect ability, it would be discarded after you completed the search. If you can't complete the cost (Remove from the Game) then you don't get the benefit (Protect).

It would be discarded (just like any other TC enhancement) and would not be removed. And since the cost of removal was not paid, you would not get the protection either.
