Well the play as says its a "Prevent" ability, when the ability is CBN. I would say that it does not stop them.

Problem is it's a restrict, not a prevent...I'm still not sure why it hasn't been updated in the REG yet...It is stopping you from performing the action of exchanging cards...

The play-as is an errata in disguise. Disregard.

Restrict abilities target players, while prevent abilities target cards. Since Hezzy's Sig targets a player "No opponent...", it is a restrict.

I agree with those that say the Ring is a restrict, and I agree with Ring Wraith's reasoning for it.

I also agree with those that say Ring stops the judges Angels, though I don't think anyone has explicitly stated why. Any ability that exchanges with a card in deck or discard pile inherently includes a search (you have to find the card to exchange with, after all). As such, anything that affects searches (whether restricting them like Ring or making them CBN or whatever else) also affects exchanges into deck/discard pile.
