I just want to know if I can play Bible enhancements or evil enhancements in my territory without attempting a rescue? I know you can pay set aside Bible cards but can you play other cards that let you return Heroes to your territory or take a evil character prisoner without being in the field of battle?

Only if the enh is a territory class. The enh will have a little oasis symbol on the left upper side of the picture, below the brigade box.

Territory class cards were introduced with the Treasures of the Past set. Before that, only set aside cards and healing cards could be played outside of battle.

Some of those older cards you mention have since been reprinted as Territory class but only the new versions can be played that way. If you played the old versions as territory class, it must have been a "house rule."
