What is a "play ability"?

A play ability allows you to play a card without regard to normal initiative, such as Hidden Treasures, The Throne of David, Reach of Desperation, Dream, etc.

No, it is an ability that let's you play another card.  For example, Reach of Desperation (http://redemption.wikia.com/wiki/Reach_of_Desperation_(H)) lets you play an enhancement, and that is an example of a play ability.

The REG also defines each ability for you and what counts :)
