“Decrease all Evil Characters 6/6 (or 12/12 if used by an Exodus Hero)”

Does this mean that if I play this on an Exodus hero I can choose between having the decrease be 6/6 or 12/12?

I think the “Or” is simply tied to the identifier of the using hero. If he or she is an exodus hero, I believe the 12/12 is automatic, no choice.

I think the "or" still represents a choice, there's just a limitation on the second option - otherwise Tabernacle Priests can't use the PoC Jordan Interrupted to play an Enhancement.
