If I used Plague of Flies in battle and then my opponent adds a character who was not in play into battle via Unknown Nation does the evil character added to battle get decreased? Plague of Flies says "...in play..." but it doesn't specifically say "...currently in play..." or something like that so I guess I'm asking if it's not being negated does it update when the evil character is added to battle? I didn't understand if the REG entry said that the decrease is instantaneous or if the enhancement's ability is instantaneous and doesn't update with new targets if it's not negated.

All Evil Characters in play decrease 6/6 for remainder of turn. If result is */0 or less; discard character(s).

From my understanding, this card is now an instant ability that decreases all evil characters in play at the moment it is played, this would mean that if another evil character is added to play by some ability (say a banding from hand or as you said Unknown Nation) it would not be decreased.

This is different than an artifact like Crown of Thorns that is a continuous decrease that updates continuously.

I am fairly sure these are the current decrease ability rules. So to recap, No, Plague of Flies does not hit characters that enter play after it is played.
