I'm not entirely sure what you're asking but if you put her into play from hand into your territory then you can do one to the two specified actions. This also works the same way when she's played from hand and added to battle.

Noah's Wife has to already be in play in order to use that part of her ability.  She does not trigger on herself entering play; when she enters play, she creates the ongoing trigger.  She can't create the trigger and simultaneously activate the trigger, as the trigger is not created until she's already in play in the first place.
