Darius' Decree
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: Opponents may not play good Enhancements from hand, unless an Evil Character is in battle. You may discard this card to discard all Heroes in set-aside areas. •

Hidden Treasures
Type: Artifact • Brigade: • Ability: None • Class: None • Special Ability: Once per turn, if your lone green brigade prophet begins a battle, you may play an Enhancement or discard an evil Enhancement in an opponent's deck. •

OK, so opponent has darius' decree active, and I activate my hidden treasures. I attack with my lone green prophet. Can I play an enhancement or not?

I would say no.  It's the same as "you may band to X" versus "opponent may not band".  HHI trumps banding, so DD trumps play first.

I agree.  DD prevents HT and the prophet would not be allowed to play from hand.  They could play from Book of the Law under certain circumstances but not from hand.

OK, thanks for the help--now what if HT was activated a turn before DD was activated. Does DD prevent the played enh then?

Yes, It doesnt matter when they are activated.  HT tries to do something and DD prevents it.

Artifacts technically must be re-activated each turn, so there is no "ability completing from a previous turn" (for CBN purposes) in this case, if that is what you are asking.
