yes, if the banding ability is on the characters themselves (e.g. Elders of Jerusalem, Gathering of Angels), not if it's done with a banding Enhancement (e.g. Transfiguration).

You will ignore any character with a banding ability not the banded in characters (assuming they don't have  a banding ability)
