DD's Play Place *HELP!*

I was unable to find the resolution to our 13 page discussion on Darius' Decree:

How does Darius' Decree affect 1) Weapons, 2) Storehouse bound enhancements, 3) Placing Enhancements in territory [i.e. Agur] and 4) healing enhancements outside of battle... (or is the evil character technically still in battle when you play a healing card?)

Darius' Decree (Artifact):
Opponents may not play good enhancements for hand unless an evil character is in battle. You may discard this card to discard all heroes in set-aside areas.

You can't play healing or TC enhancements, but you can still put stuff in Storehouse while DD is active, as well as place enhancements on characters with Agur and friends, although I don't think those enhancements actually activate unless an EC is in battle. As for weapons, I'm not sure, but I think you can still place them on heroes with DD active.

Weapons, healing and TC don't work the rest do

Is this true?

Citation for any of this plz? We had a huge discussion and throw down and no ruling was ever actually made.

No offense meant, but when there has been a huge debate about a ruling, we need the officials to come to an agreement. This was rather heavily debated in the past.

My word is law!

I figured I wouldn't need to put "I think" in front of every one of my sentences, since people know I'm not official anyway. :P

This really comes down to the definition of the word "play" in Darius Decree.  I have started a thread on the other side of the forum to determine the answer, which will in turn answer all these questions.

DD doesn't say "use" it says "play."

You are totally correct.  I actually started a thread on both, and mistyped on that last post.  Thanks for clearing it up.

OK, here's the answer on this one:
1 - Dairus' Decree stops WC-enhs from being placed on characters in territory.
2 - DD stops players from putting enh into Storehouse.
3 - DD stops characters from placing enhs outside of battle (ie. Agur).
4 - DD stops players from playing healing enhs except when an EC is in battle.
and just for a bonus answer...DD also stops players from playing TC-enhs from territory.

Thanks for your patience, and hopefully this helps.

Booooo, I still strongly disagree with DD stopping Storehouse and Agur type cards. I wish I could have seen the conversation that took place. Is there a way for finished ruling discussions from the playtester board to be moved into a place where everyone else can see them, so we know what was discussed?

Since I brought this up in a previous debate, how does Wasting Disease work against Storehouse?

Prevent all good abilities that allow a player to play an Enhancement.

If I play WD Before an opponent plays storehouse, and then they play it, does SH ever activate? Fortresses are ongoing abilities correct? Would they ever get a chance to re-activate?

Also, what happens if I play WD after storehouse has been played?

The basic idea here is that whenever you put a card down on the table, you are "playing" it.  That is why DD (or anything else that stops people from "playing" enhs) would stop you from putting a card down on Storehouse.  However, they would only stop you while they were active.  If DD was inactivated, or WD was discarded, then you would be able to start "playing" enhancements again on the next phase.

My question about Wasting Disease however... is how does a Prevent work against a fortress? Do I have to prevent SH before its played, or can I play Wasting Disease and prevent it AFTER SH has been played?

Ah, I gotcha.  This question basically comes down to whether you can prevent a triggered effect after the original card has been activated.  In other words, Storehouse activates as soon as you put it in play, but it doesn't actually allow you to put cards into it until your discard phase of each turn.

This issue is currently being discussed on the other side of the board, so I guess I can't answer this one until they figure that out over there.

Hmm, well keep us updated when that is decided. Also, What happens if WD active and Storehouse is played? Would Storehouse ever get to activate, or would it essentially be permanently prevented?
