SirNobody is correct.  There is a difference between "in play" and "in battle" dynamic triggers.  The dynamic trigger for "in play" occurs as soon as a card hits the in-play area of the table.  An "in battle" dynamic trigger occurs as soon as the SA completes on the character in battle.
What proof do you have of this? I've never heard of a difference in how triggers are treated.

Logic.  If I put a character in my territory its SA has not activated but I can "see" it for triggers.  But to "see" characters in battle for triggers the SA has to complete.  It's always been that way.

I fail to see the "logic" in saying one kind of trigger can flip during other special ability resolutions and another can't.

As promised, we now have an official ruling on this.

Basically what it means for this particular issue is that Iron Pan will activate (even during the short time that Neb is in battle before he is discarded by Bel's Banquet), and therefore it would negate the protect part of Bel's Banquet.

So you don't want to do that :)

Sorry to dredge this up again, but I have a clarification question (I have to admit this discussion mostly occurred when I was quite a bit busier so I missed a lot of it). If (as the linked post seems to say) Iron Pan is continuously checking conditions, then why doesn't the protect turn off between the discard and the protection? They are two separate abilities: "Discard all EC's. Protect LS's from rescue." It seems like Nebby the lone Babylonian + BB should let the LS's be protected based on the wording.

I think the "other Prof" is correct.  After having a while to work with the ruling about "conditions" we have gotten better at understanding how it works in complicated situations like this.

Step 1:  There are no Babylonians in play so Iron Pan is NOT negating protection.
Step 2:  Neb blocks and plays Bel's Banquet
        2b:  When Neb blocks there IS a Bab in play so Iron Pan starts negating protection.
        2c:  Bel's Banquet discards Neb so there is NOT a Bab in play, and Iron Pan stops negating.
        2d:  Bel's Banquet then protects LSs from rescue
Step 3:  Hero wins the battle, but does NOT get a LS
