1. You can leave the Curse up in your artifact pile, but it won't do anything. At the time you activate it, you can place it, and it does count for your Artifact activation for that phase.
I don't think you can leave it active. Once it activates, it's placed, because there's no "may."
Well, you know what they say about assuming....
It seems kinda silly for it to have numbers then. If you play it in battle, that means a hero is in play, and theres no optional ability, meaning it must be placed.
Can you be protected from having cards placed on you? I could see placed cards working while Thadd is in battle, but the cards would be protected from their abilities (Except Peters Curse, as you cant protect from a negate except with CBN.)

So I guess the only reason the numbers will take effect is when the only Heroes in play are immune to or protected from the EC that uses it.

When you activate Peter's Curse, you must place it on a Hero or Good Fortress then, the only exception being when there are no legal targets available. In that case, I would assume it sits there until a legal target becomes available or it is deactivated.
