1.  If a player plans to band 5 heroes into battle and the player already has banded 2 heroes and is choosing their 4th hero to band to  ,can an opponent play dominant CM and stop the banding from going any further?

1.1 If not then is the reason why they can not play any dominant cards is because the 4th hero has not yet completed their SA?

1.2 Can any dominant be played between SA trying to complete?

2. Even if the last 3 heroes abilities have completed but the 4th hero has not completed can they play any dominant card like CM?

3. In general if a card was discarded but the SA was not negated , then does the SA still activitate? until the end of phase?

1. No.  Dominants cannot be played until abilities have completed.

2. No. Dominants cannot be played until abilities have been completed.

3. Yes the ability stays active if the card was not negated until the end of the phase.

or another example

1. If 2 heroes SA have completed and the 3rd hero is still choosing the 4th hero to band to can any dominants be played? (even if 2 SA on heroes have already completed in battle?) or do all hero SA must complete before any dominants can be played??

2. Is it true that dominants can never negate or interrupt other SA unless it says on it (Like new Sog , Destruction etc)

3. Heard something about characters are not considered being into battle until all Special abilites on characters have completed. Is this still true?

So you mean No dominants can be played until all abilities on all hero cards have been completed?

Expanding on what Drrek said should answer all of these questions:

Once abilities begin activating, NOTHING can be played until they, and any abilities that activate due to those abilities, finish.

For example, if I use something to band in a bunch of heroes as was mentioned in the first post, that band is not completed until ALL characters have entered battle, ALL of their abilities have activated, and anything else done because of those abilities finish.  If I use Deborah's Directive to band a bunch of guys in, and one has a weapon and another has a band, both the weapon and the band must complete before Directive is considered 'completed', and any abilities on the new character banded in must complete before that band is 'completed', and so on until everything stops (and any triggers on cards already in play are resolved).

To answer your other question, once a character enters battle all abilities on their card, their weapons, gained abilities, and any other cards played/added because of them (bands, etc.) must complete before they are considered to have presented for a rescue attempt, battle challenge, or block.

Note they said  abilities must "complete" not "finish activating". If iron pan is active with babs to fuel it, when Zeb enters battle, he doesn't ignore or get to draw, but his ability is still considered to be "complete".
Just one more thing...
