So, when Peter and Stephen's abilities say: "Acts enhancements cannot be negated" -- is that a modifier?

Yes

How about Demetrius the Silvermith: "Acts 19 cards cannot be negated" -- is this a modifier?

So, if you negate a character, then their special abilities are negated, with the exception of the portion that is a modifier?

Yes. What exactly doesn't make sense about "nagate" being an ability vs "cannot be negated" being a modifier? I'm not sure what else to say. :P

It pretty much just comes down to knowing what the wording is for both cases.

Tears is a problem

Ok, I think I got it.
But what do you do with cards like "Tears for a Friend" (Priests)?
It has an ability and a modifier in the same sentence, separated by a comma: "You may play the next enhancement, which cannot be interrupted."
So, if someone negates your Tears for a Friend, then you can't play the (next) enhancement?
Thanks

If tears for a friend was prevented before it was played, the ability to play an enhancement wouldn't activate and therefore the CBI isn't relevant.

If tears was interrupted or negated after, the enhancement has already been played, so it can't be interrupted either.

Life is what you make of it.
