Does the P&UB only target your hero's in play or can you set your hero's aside that are also in your hand?

It only targets your Heroes in play, so if you played it during battle, you couldn't set anyone from your hand aside. However, if you play it during prep/discard phase, you can put heroes into your territory and then set them aside as your next action.
