If I play partners with demons on a demon, can he still band to a human, or is it one way. The card says one human may band with one demon.
Edit- In other words does the band still work when played on a demon?

I believe that if the card is played on a demon, a human may enter battle, and if it's played on a human, a demon may enter battle.

I don't believe that is the correct interpretation of the card:
Partners with Demons: One human Evil Character may band with one demon.
The human EC is the one able to band. If played on a demon, you could state "This human over here is the target...he can band with a demon this turn", but if he is not in battle, he couldn't band in a demon. The demon is not the one who is now able to band, so if no human is in battle, no demon is added (unless you later add that human, in which case the band can happen then).

Redoubter is correct.
The Play As should (and will, once they are updated) read as follows:
"Your human Evil Character may band to a demon." Which means that the human must be in battle to band to the demon.
