It helps when asking questions about specific cards to post their special abilities.
Faith of Samuel: "Interrupt the battle. Hero may band to any number of human Heroes. If all of those are (cloud) Heroes or share the same book, you may draw 3."
Enhancement special abilities resolve in the order written on the card. So the band happens first, including all special abilities of the banded heroes (as that is part of the band itself resolving), followed by the draw if the banded heroes meet the requirements.
