She's an Exodus character, so she grants CBP to herself and any Exodus Enhancements she uses. Your first post uses CBI in both sentences, which threw me a bit.
It has an ability, it just doesn't do anything. It has 12 strength and CBN so it gets tossed by Coliseum or Peace, which makes it a battle winner against all but an opposing Leviathan

For awhile we discussed having an ability on the GE. In the end the ability I wanted it to have was deemed to powerful by the Player Created Cards Team. Throwing in a generic ability like the negate on Behemoth was considered but seemed to bland. I preferred keeping the power level on the defensive side over trading that power for a vanilla offensive ability.Being a GE allows Job to tutor is from reserve or recur it. It limits Leviathan to one per t2 deck. CBN status allows it to be tossed via coliseum. It can tossed with peace.
