Initiative and Dominants

I'm pretty sure I don't even have to ask this, but, better safe than sorry.

Say you're in a mutual destruction situation or a stalemate. You play a Dominant, like Angel of the Lord. Initiative during a battle such as this is given to the player who did not play the last card. Would this still apply to Dominants which are played regardless of initiative in the first place?

Yes, although playing a dominant will usually change the landscape of the battle to the point that last card played won't be the main initiative determiner.
Just one more thing...

Usually, yes. But not always.
Thank you, Praeceps.
