At each upkeep, select any Hero in play to decrease 0/2 until discarded. • Play As: Set Evil Character aside. Evil character decreases 0/1 each turn until Evil character is discarded. At each upkeep, select any Hero in play to decrease 0/2 until Hero is discarded.

Because unless specified otherwise (I can't even think of any that do), set-asides only activate each of your upkeep phases, not your opponent's.

From the REG under Instant Abilities -> Set-Aside -> How to Use -> Duration

Once a character is set aside, you will add counters to the character during each subsequent Upkeep Phase of yours.
