Can you use Provisions to choose your own evil character?

And if a character has a "once per game" ability and is shuffled after using the ability will that reset as well?

You can choose your own EC to block with Provisions.

"Once per game" abilities do not reset after shuffling, and in fact the restriction holds across multiple copies of the same card.
