Can New Jerusalem be played without Son of God and just not rescue a lost soul?

All doms can be played regardless of whether or not their ability will be able to do anything. I've played more than one game where my opponent will use evil dominants out of hand with Lampstand up because they want to make an RA with Zebulun towards the end of the game.
