So based on this Golgotha cannot stop Miriam's ignoring of The Egyptian Rebel because she is already in battle and since you can't "load" Golgotha until after she activates, it is too late?
So does this mean only characters ignore other characters in territory? So because a fortress is doing the ignoring they can block, but are ignored the second they get in battle if there isn't another character of the same color?

The character is the one who ignores, per the wording of TGT ("these characters ignore..." is basically the wording). When one of those characters is in battle, they begin to ignore. It is not that they only ignore targets in the Field of Battle, but only when the ignoring character is in the Field of Battle that they can actually ignore something.So if there is a target for the ignore, and Peter is in battle with a functional TGT, the targeted characters still cannot enter battle. However, while he is in territory, he's not ignoring those characters; he must be in the Field of Battle to ignore other characters.
So it is still a "pre-block" ignore.
