Elders of Jerusalem has a Galatians reference, so they could not be the same elders that were with Moses. The name-on-name bonus is awarded if it was the same person (or people) rather than a common title.
Of course, as I say that, I am assuming that only one Pharaoh would get NON for Pharaoh's Murderous Order and not any of the Pharaohs (like Hophra or Neco).
