Is John's ability considered searching?

No. Look is different from search.

Since you seem to have misinterpreted this on the other thread, John CAN look at a deck with HSR up, because his ability is a Look ability and not a Search ability.

In the REG there is in no Definition for "look at" or "look through" can one be added so that people understand its different from "search"?

I agree with this. Since Look has indeed been ruled to be a separate ability from Search (though I would argue it should be a sub-ability to search), it should definitely have its own REG entry.
