If a characters ability is NOT cannot be negated, is the specific enhancement negateable, or is the enhancement CBN no matter what?

An ability that grants another card/ability "cannot be negated" status is inherently "cannot be negated" as well.

Yeah those enhancements cannot be negated under any circumstances if those characters' abilities activated.

So based on this, The Strong Angel doesn't allow the evil character's ability to activate, so do they still work?

Yes, the ability that allows a card to be cbn IS cbn by default. So if I attack with The Strong Angel, and you block with King Zedekiah, you can play Dungeon of Malchiah and it will not be able to be negated.
