A challenge has been issued. You can surrender (not block) or face them (which is just another word for block).

My only interest is in explaining the terms and how they are applied.  Someone else perhaps can take up a debate as to how it "should" be.

Does this mean "If blocking" abilities on evil characters trigger when they accept a battle challenge?  I've seen it ruled in the past that this is not the case...

I believe they do trigger on battle challenges. I think the "if blocking" verbage is used when they don't want the ability to work in side battles.
