when you set-aside a hero in battle, is that considered a withdraw?

If exchange isn't, I doubt set-aside is.

are all of them but not sure...

Return is a withdraw ability, as long as it targets a character in battle. Withdraw (I think) is only ever used for characters anyway. I'm not sure how many cards say Retreat, but I'd bet that most of them now have a Play As that says withdraw, because they are the same ability.
