Can I put a hero into Goshen, or similarly, Kingdoms of This World, and have my partner pull out the heroes or evil characters?  I know that this works for storehouse, so why not these?  Or is it an issue of who controls the character?

Kingdoms of the World   -   Luke 4:6   Multi   F   Following draw phase place, remove or exchange up to three Evil Characters in this site to protect them from harm or effect when they are not in the Field of Battle.

Goshen   -   Exodus 9:26   Multi   F   Following draw phase place, remove or exchange up to three Heroes in this site to protect them from harm or effect when they are not in the Field of Battle.


And if this did work, does the promo Goshen allow the transfer of heroes easily, or only the old Goshen? 

Goshen  Protect contents from all effects.  If your Genesisor Exodus Hero has Toughness */0 or less, you may place it here instead of discarding it. 
Identifier- Holds any number of heroes of up to three brigades.

Yes, fortresses are shared, so once you put a character in a fortress, both players on a team have control of it during their turn.  This is a great way to share characters with your teammate.

And if this did work, does the promo Goshen allow the transfer of heroes easily, or only the old Goshen?

Yes, both versions of Goshen should work.
