Nazareth protects all "decks" from search abilities. Philly Outpost searches a discard pile. If deck=draw pile, then Nazareth would not stop PO from searching the discard pile.I'm not saying this is so; I'm saying this is how the current REG defines "deck." Personally, I think draw pile + discard pile = deck is how it should work.

That is what you can't do, pay the cost by discarding an evil card from your deck, because you can't search for one. If you pay the cost by discarding PO, you are able to search your discard pile for a generic Philly. Nazareth does nothing to stop you from searching your discard pile. Just your deck/draw pile.
How does Nazareth affect the John promo?
A Look ability is a Search ability, just worded differently.
