Could a Simeon in hand be used to satisfy the discard on Galba if Son of God has not been played and a Simeon is in battle?

Yes, because protect defaults to in play.

Plus the card states that Simeon is protected so the one in battle also protects the one in your hand.

I found this in the REG (http://www.redemptionreg.com/REG/default.htm?turl=defaultconditions9.htm).
If a character card refers to a character by its own title, it is referring to itself (not your opponent’s character by the same name). If an enhancement begins with the word "Hero" or "Evil character," it is referring to the character using the enhancement (e.g., “Hero ignores pale green brigade” means that the Hero using the enhancement ignores pale green brigade).
I take that to mean that Simeon's protection only applies to the Simeon that's in battle with the ability active.
