Multi colored sites the ends of the earth, promised land, and new jerusalem give hero's access to any site via their special ability.  Do the other multi color sites - banks of the nile and dragon raid give access to occupied ls sites as well even though their special abilities have nothing to do with site access?

All the sites you listed do the s.a. AND by the color that they are. Banks of the nile can only do whichever color it is. (Green before the RA, Gold After)
