Are Moses rod and Moses staff considered the same card?

I would say they are based on the fact that the name change is based on the translation of the Bible used. I don't think, according to the current rules for duplicate artifacts (same name + same icon = same card) but it should be IMO.

Based on the current REG they are not but that is something we plan to rectify with the next release. Things like this, Noah's Ark/Ark of Salvation and a card or two in LoC were all intended to be the same card but we had not realized the rules for duplicates didn't cover this.

So do both technically do the same ability, apart from the "newer" abilities on the newer version?

So for how much longer can I run both Arks in my flood deck?

In the spirit of good sportsmanship and fellowship I'd say only run 1 of them since the elders have acknowledged they made an oops.  Technically speaking you can run both until they officially change the rule.

You're right, of course. I meant it more as cheekily asking when we can expect the new REG 

Which is kind of like asking when we can expect LoC since we tend to roll out a REG update with the new set. To answer that I'll point you to this weeks LoR article.
