I'm pretty sure you can have Mocking Soldier, brown EC from Priests, and Mocking Soldiers, gray EC from I/J, in the same deck (different art and different brigades, even ignoring the "s" in one of the titles), but can you band Mocking Soldier to Mocking Soldiers?
Also, what's with the art on the Warriors version? It's an angel and a demon, lol.

Speaking of Elders, can you have both Elders of the City (Pats and I/J) in a deck/in play in T1? Also, are you limited to a combination of four between the types (2&2 or 3&1 or 4&0)?

Any generic characters with different art are considered different cards so you could have 4 of each Elders of the City in a T2 deck (see also Pharisees and Sadducees).
Same would be true of Mocking Soldier and Mocking Soldiers.
The different art and different brigade rule you mentioned is for unique characters, which is why you can have King David, red David, and green David in a deck together.
