I Forgot the name, but it is a purple brigade Enhancment.
Ability-
You may youse Enhancments Regardless Of Brigade that are based on Prophecy until the end of turn(based on Prophecy)

Can youplay that card on a hero that Does Not have A Purple Brigade Scince the Enhancment is based on Prophecy?

I would say no, because in order to play it, it needs to be that brigade to begin with. The Ability doesn't activate until its played, and it cannot be played on a hero of a different brigade.
