Can I play Mayhem during my opponents discard phase before they end thier turn? Mostly an RTS question because my opponent hits end of turn button but I wanted to play Mayhem...

I would say that if your opponent is still discarding down to 8 then yes. If they are already at 8 and haven't hit the end turn button, yes. If they're at 8 and have hit the end turn button, then I would say no.

In this instance, I did not need to discard down, and was unaware of my opponent's (RTSmaniac) intention to play Mayhem, so I ended the turn right after the battle phase.

You can't end your turn before he gets a chance to play it.

With RTS and the lag that sometimes occurs, if your opponent says they intended to play it then they can. 

Due to it's archaic nature, RTS requires a certain amount of trust.  If you aren't willing to give that then you shouldn't be playing people over that medium.

More in depth, I ask for the technical aspect of the rules in this instance. Before my opponent can move to the next phase, do I gain priority to play any abilities before the phase ends?

Correct, an opponent can not rush past a phase to the next phase (or turn) without giving you a chance to play a card.
