If you place magic charms on an EC (it's an artifact, ability doesn't matter) and someone exchanges their Seven Wicked Spirits for it, are they in control of the artifact now? or does the person who placed it still control the art even if it's on their oppenents EC?

Seven Wicked Spirits: Exchange for one EC in play. (watered down ability but good enough for this)

Magic Charms
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: Protect your Magicians from capture and conversion. You may discard this card from your Magician during battle to capture up to two human Heroes. • Attributes: May be activated on your Magician.

Your = own + control.  Neither of you can use it if one player owns and the other controls.

When "exchange" is used does it give full control of the character to the person who has the card or is it still YOUR card and your opponent is just using it?

Hey,

Taking control of the character that Magic Charms is on does not take control of Magic Charms.  My Magic Charms on a character that was mine that you now control, continues to protect my magicians until my next preparation phase.  I cannot use the discard to capture ability while my magic charms is on a character I don't control.  On my next preparation phase, if I still do not control the character Magic Charms is on I must either deactivate it, activate it on a different magician that I do control, or activate it on my artifact pile.

Hey,

Taking control of the character that Magic Charms is on does not take control of Magic Charms.

Why not?

Is magic charms just in a state of... limbo? where no one can really use it?

Hey,

Cards that are "placed" have slightly different control rules than other cards do.  The player that places the card maintains control of it regardless of where it ends up.  (That's the short answer).
