Can Satan's Seat be placed in a territory if there are no sites to place it on? If so, can it later be placed on a site? If so, do you get to choose when, and could you choose to not place it on a site originally if you have one in your territory? Can you remove it from a site after it's been placed?

I would say no, but the identifier says that it plays to territory, so that may mean yes.

Seeing as the place is an ability rather than in abilifier, I'd say you can play it without a site (though it doesn't do much). However, since it is not an optional ability, if you have a site, you must place it on the site when you play it. I'm pretty sure you can't take it off the site after placing either. I'm not sure about what to do if it is in your territory while you have a site in play though...

It depends on how often Fortresses "activate". If they activate every phase then you could replace it on a Site from territory or a different Site. If they only activate when they are first played (which I think is most accurate; i.e. I don't think you could use Dust and Ashes to search d/c pile more than once) then I'd say SS gets stuck in territory doing nothing if not placed in a site to begin with.

Or they could be like weapon-class enhancements and be played once but activate multiple times (that would solve the Dust and Ashes problem, too).

Just for reference.

So here we have an example of a card with a place ability that has a cost of placing it on a single colored site to gain an effect of negating all protect abilities on opponent's hero's. Why was the online identifier added to the original card?

Herod's Treachery is a good example of another card with a place ability that has an effect when placed. It also cannot be placed on just any evil character but can only be placed on a Herod. Is Satan's Seat played like Herod's Treachery in that it can only enter play if placed or is this a case of how territory-class enhancements are played compared to how fortresses are played?

Why was the online identifier added to the original card?
I believe they added a "Play to" identifier to all fortresses back when to avoid more Tartoros-style confusion.

FWIW, I played Stan's Seat for quite a while after it came out and the rulings back then were 1) you could place it in territory if you wanted (where it had absolutely no effect) and 2) Once played/placed you could not move it (from site to site or from territory to site). I'm not saying those rulings are correct, but both Wild Bill and Chris Bany told me the same thing at different tournaments.

i believe herods treachery is the precedent here. if you cannot fulfill the cost, then you cannot play it.

You can play Herods treachery even if you don't have a Herod, as long as you have an EC out. It's kind of like playing NJ without SoG. I believe that it should be ruled as Matt stated.
