Title: Lions vs. Joe, the Dreamer

Can Joe play a card in battle to negate Lions? Lions: "Discard a human. If it is a hero, it's owner may reveal a good dominant from hand instead." So, can joe play one of the genesis negate cards if player has no doms in hand?

Yes, lions gives special initiative if it targets the only hero in battle.  Any card that negates characters or interrupts the battle can be played.

Since the discard occurs before the option to reveal, you actually get special initiative before revealing, meaning you can negate it normally even if you do have a dominant in your hand. Choosing to reveal a dominant indicates that you forewent SI.

Emphasis added because this is an important point. If instead of Joseph you have, say, Abraham banded to Harbingers in battle and Lions discards Abe, you won't have SI, since you still have a hero in battle, and if you don't reveal a dominant you won't have the chance to use a blue enhancement. Similarly, if in the original example Lions discards a human other than Joe, Joe won't have SI (though he should still have initiative to negate).
