That's because doubt never specifies a number of uses. It just specifies how long it is an evil character, then it reverts back to being a dominant that chills in your territory.

So if sites are supposed to be discarded by game rule, was is it that only Promised Land has on there to discard? If it was a game rule, it wouldn't be needed on there or they'd put it on all of the sites with limited use like that...I'm just trying to understand.

Apparently the rule doesn't apply to sites, as someone corrected me in a different thread. Presumably, Promised Land is the only site that discards itself after the uses are used up.
