Okay, here's a scenario: If I block a rescue with, say, King Elah (having initiative), and I play Lies to choose my own hero to make the rescue, am I able to interrupt the battle and put my hero in The Name of the Lord (assuming I have initiative at that point)?

The Name of the Lord: Set this fortress aside. If you have initiative, you may interrupt the battle and place your Hero on this fortress. Hero is protected from effect. Each time you rescue a Lost Soul, return one Hero to your territory. This fortress is protected from discard.

It doesn't specify that your hero has to have initiative, so I assume you can use it at any time that you have initiative.
Use the Mad Bomber to rescue his Province.

Not if you don't control the Hero.  You must own and control it in order for "your" Hero to apply.  That definition is intended to avoid exactly this kind of scenario.

Alright, so if your EC has initiative during a rescue against you, are you able to send a hero in your territory to Name?
Use the Mad Bomber to rescue his Province.
