Question: If my opponents sites are protected from effect, can I still discard one of his fortresses? The way it is worded ("If he doesn't have one") appears to stop the discarding of a fortress if a site is in play but protected.

I don't think it would work because the sites are still there, they are just protected.

No you can not discard a fortress since your opponent has a site.

No you can not discard a fortress since your opponent has a site.

Okay, And what shall be an adequate bounty for beating the "young guy" at the local type 2?  Faithful Servant Promo? Grapes of Wrath? To hold the wheel chair for the "old guy"? Hmmmm

So, Benidictus -> Land Dispute still works, but you have to steal a site?

I'm the youngest one there to my knowledge.
I have a good deck but with more than 15 T2 decks to choose from, you should be able to beat me.  ;)

Can your opponent discard one of thier NT sites instead if they have CP down?

Correct. CP ended up making Axe quite a bit better actually.
