Do site special abilities activate when they're occupied, unoccupied, or both?

Abilities on single-color sites are always active (occupied, unoccupied, in battle, in territory, all the time).

Abilities on multi-color sites are only active in battle.

Abilities on multi-color sites are only active in battle.

So if I have Promised Land in play and I'm attempting a rescue with Jacob, he has access to any site regardless because Promised Land is in my Field of Play whether Promised Land is occupied or not.

No, in order to gain access to sites through the use of other sites of matching brigade, they must be placed into the field of battle.  Just being in your territory does not grant access to your heroes.

Promised Land's SA says "Hero gains access to any site." I am curious if you can bring Promised Land into battle, which then activates the SA, giving the hero access, then take the site out of battle. Wouldn't the SA be ongoing for the rest of the battle (unless negated)?

Nothing in the rules allows you to remove a site you placed in battle yourself, that I can find.  Once you put it in, it stays unless removed by an ability.

However, it is an ongoing ability, this is true, and ongoing abilities persist even if the card is removed.  Thus, if you use Promised Land, the singular hero you give access to (because that is how the ability reads; the site itself grants access with its brigades, but it also has an 'access' ability that targets one hero) will retain access if it is just discarded or removed from battle (if not negated).

OK that makes sense but I think I'm confused on when you play a multicolor site in a battle. Can you give me a scenario of the phase or in what step you play a multicolor site? Sorry for sounding confused I haven't played Redemption in 10 years and I'm just getting back into it and am a little fuzzy on certain things.

Most people put the site into battle with their hero(es) at the beginning of battle, but you can add a site from your territory to battle at anytime.
