Can you place kings pomp on king o tyrus? If so I am guessing it would work in territory but negated in battle?

The place is CBI if you put it on him in prep or discard, but the rest of the ability would be negated while he is in battle, yes.

So if I put it on him and territory it works in territory. He goes to battle and it gets negated. He returns to territory and Kings pomp gets turned back on?

The negate and protect will both turn back on in the discard phase as they are ongoing abilities.
