Kingdoms of the World - Evil Characters here are protected from effect, and may be removed during holder’s preparation phase only. While an Evil Character is here, protect holder from being forced to block with another player’s character.

Can I play a territory class enhancement on a character who is being held by KotW?

I can't think of a rule that would stop you from doing so.  Legal play as far as I can see.

However, nothing that targets them specifically would work.

I've recently started playing again after a 10 year hiatus, and I'm confused by this card's wording. Is it basically like Wall of Protection for the evil characters held in it?

No, Wall of Protection just protects from characters in your territory being brought into battle by an opponent (good or evil).  KotW protects those inside from ALL effects (even your own abilities) while they are inside (though they can only go in-and-out in your Prep Phase).  It also stops your opponent from choosing their own characters for you to block with.

^ Okay, that makes sense. It was the newest ability that had me a little stumped. The wording just threw me off. I used to use the old KotW in my decks, so I'm familiar with the first abilities concept.
