Yep, it does because you can pay the cost for something without getting the benefit (though I use that term loosely as everyone just uses the 'cost' of the ability
)
If only this card said "Take a Temple Artifact to capture King Amazing", then you'd actually have to have your opponent have an active Temple Artifact out to capture him
Though you could still in that case take the arty (cost) without capture (benefit). Just as a wishful hypothetical
