If you begin a Ra with King Amazing can you chose an Israelite King from your hand to block?

The hand is not in play, since Amazing doesn'r specify he defaults to in play.  So in short, no.

If this is true, then why can Gomer band to characters from hand? Wouldn't she default to in play as well? I know it's always been like that, but if abilities default to 'in play' why doesn't banding?

banding can target hand.

Did that change, I do not recall seeing that in the old REG.

I don't think so. We didn't get a "New REG" just an updated one.

Banding and Side-battling (oddly enough) are two abilities that do not default to play.

Just to clarify: King "Amazing" does allow you to target the hand because El Reg states the Default conditions for Choose the Opponent.

(The initial responses said no, but the Reg says yes)

I thought that we were supposed to use REG as highest source unless a Elder said otherwise.

There are cases when the REG can be disregarded without the express word of an Elder. One such is any card SA labeled as play-as which is actually errata.

Neither the REG nor the word of the Elders are infallible. About 85-95% of the time, REPs (Real Experienced Players) like Polarius or myself are perfectly capable of answering questions here with the accuracy and base logic that the Elders will use, so to answer your statement megamanlan, no, that is not the case. Sometimes the REG is simply wrong, and there are members here who are not Elders who are still able to clarify. If you have one member who says something, then yes, getting a second opinion might be good, but if you have a member say something here and the post has a +2 on it, or if another member or two backs him up, it's probably okay to just listen to what he says unless another member or Elder disagrees.

In my expierience players on this fourm have been a very reliable source. I've leard a lot from asking questions and by getting smacked around on RTS. I'm a relitive noob to this game actually, only been playing for maybe six months but by lisening to these guys I've been able to answer some ruling questions of my own.

In my time I've leard that people here know the game well but are not afraid to say when they are not sure and then will ask for a second opinion. The corroboration of players is almost always right.

In isolated incidents, yes, that's true. However, a problem that crops up every now and again is that sometimes a newer member (or even experienced members) will ignore two or three REPs all saying the same thing because an Elder wasn't among them. The REG still has a lot of problems (and always will, until we can finally retire the phrase "disregard errata disguised as play-as"), and while it is correct 90% of the time, that 10% means that if there's a consensus among a few members with no dissent, you can take that at face value.

It honestly depends on the difficulty of the question.  The updated/simplified REG can answer most questions.  There are still rough patches, but so far it seems pretty solid.

If your question is simple, another member will usually explain the answer and typically a reference to a previous thread on the same topic or a quote from the REG will surface to add some legitimacy. 

Personally, I wouldn't take any one person's answer as golden (Unless their answer is clear, backed with a source, and/or unchallenged) because everyone makes mistakes.  Trust, but verify.

(Basically the caliber of question you have should tell you the what caliber of response you need.)
